Obama delayed ObamaCare's Employer Mandate again, until 2016. Originally the mandate was to kick in this year but he delayed it first until 2015 and now 2016, I think until just before the November election. Any bets that he won't delay it again until after the 2016 election?

I don't think there is anything in the Constitution that allows a President to unilaterally make up or change laws, he needs Congress to pass legislation.
