This is following the precedent set by Obamacare. A group of legislators band together propose some monstrosity sized legislation. Why don't they go through the normal Senate process's for marking up a bill?

I actually feel sorry for Rubio he had great potential.

I think Republicans are more worried about looking like they are doing the right thing than about actually doing the right thing.
Rubio should be smarter than to get sucked into a deal that Schumer and Obama are choreographing.
