I think it's fair to say that the response failed at all levels.
If all that happens here is fingerpointing, the key lessons will be missed.

I'm not convinced of that, I do think that the failure was in large part the fault of the state and local author ties. The finger pointing is all that is going to come out of the investigations unless the people of NOLA hold their elected officials to account for their poor response to the crisis. Could the Feds have done a better job, sure that is almost always the case. It is not in my opinion why the whole thing turned out as horribly as it did though.

Look, all I'm saying is that I find the article you posted to have little evidence of state or local failings. That is not... repeat NOT to say that state or local officials didn't screw up! They most certainly did! But the federal government screwed up, too. And we're seeing the first evidence of that now.

I can think of plenty of things the Feds could have done differently but to lay the blame for the fiasco at the door of Federal authorities just ain't in the cards.

It's already happening! Read the article, my friend. It won't be ENTIRELY federal, yes. But it won't be even MOSTLY local or state, either. Evacauation plans are the responsibility of state and local authorities not the Feds nor should it be. From the news report I linked to: The committee also released a Senate interview of Louisiana Transportation Secretary Johnny Bradberry, during which he told investigators "we have done nothing to fulfill this responsibility" of ensuring evacuation plans are in place for at-risk populations.
"We put no plans in place to do any of this," Bradberry said in the Dec. 21 interview, 12 pages of which were released by the Senate committee. You can try and try but it just isn't going to fly. As more and more comes out it is sinking your thesis.

State and local officials throughout the Gulf Coast area (and not just in New Orleans, as retire2005 would have the world believe) committed, as I like to say, one collasal fuck up!
BUT...
The federal government ALSO (not exclusively, not even mostly) failed to react or perform.
Okay?
Everyone screwed up, cameron. Everyone. Not just federal, not just state, not just local.
