The state official, identified in the Aug. 27 e-mail as Dr. Roseanne Pratts, "responded no, that they do not require anything at this time and they would be in touch if and when they needed assistance," wrote HHS senior policy analyst Erin Fowler.Once again, the evidence for the failure of emergency relief in Louisiana keeps pointing back to the state and local officials who responded without referencing their own emergency plans, who left assets to sink under the flood waters, and who sat around pointing fingers and mouthing off to the cameras instead of doing their jobs. Their refusal to ask for federal help -- indeed, for telling the feds that no help was necessary -- cost dozens of lives.
These investigations will not make Ray Nagin or Kathleen Blanco look good. If the Exempt Media gives it any kind of coverage at all, it will recast the Katrina relief story significantly, and to the detriment of their reputations.

I didn't read this report - yet...
However, we lost our house and all our belongings in Hurricane Andrew.
After the storm hit, it took at least 5 days for the cavalry to get there.
That was during the Clinton admin and I don't recall everyone screaming for his head.
Nagin had a plan, he had the means to get those people out. What he didn't do was ACT! He has NO leadership ability whatsoever. He was elected because of the color of his skin and his ability to win popularity contests, NOT BECAUSE of his suitability for office. His consitiuents DIED because of his incompetence!
Louisiana has one of the MOST corrupt political organizations in this country.
How many times are we going to have to pay for those levees?

AND ANOTHER THING...
To the wackos who think Bush intensified Katrina...
There have been 23 category 5 hurricanes dating back to 1928.
Hurricane ANDREW (which hit during the Clinton Administration) was a category 5.
Katrina probably made landfall at about a Category 3 strength - it was certainly mo more than a cat 4.
Bush can't make the wind blow!

I just got done reading the link you provided. You might want to investigate that, too. It shows that although this "high ranking" official did decline at at the time, HHS was still working with Louisianna health personnel on the eve of the disaster. So SOMEONE must have hooted for help, if not Dr. Pratts. I congratulate you for your timely offer, but it doesn't prove anything. One member of the entire Louisianna Dept. of Health team, apparently sending an email saying 'We don't require assistance at this time' could mean anything. Since they haven't released the full text of the discussion, she could have been declining aid to carry the pizzas up from the reception desk for all we know...

What is it, exactly, you want an argument about? What's to refute? I contend that it was the state and local authorities that were for the most part responsible for the debacle in NOLA. Outsydr thinks the investigation will hurt the feds I say it will hurt the locals more.

Are you trying to say that Bush sucks, America sucks, FEMA sucks and/or Chertoff sucks??? You obviously have never been in the military. We used to have Readiness exercises ALL THE TIME. We practiced and practiced and practiced. The post-exercise reports were ALWAYS BRUTAL. You guys screwed THIS up and you screwed THAT up. The reports were inches thick! To look at something like this and come to the conclusion that Bush sucks, America sucks, FEMA sucks and/or Chertoff sucks is ridiculous. If you're looking for a scape-goat THAT SUPPORTS YOUR THESIS, then WOW MAN I'd take this one and RUN WITH IT! All I need to see is the photo of the hundreds of school buses UNDERWATER along side the plan that described how the Mayor was supposed to get his constituents out via the City's many school buses... Blame it on Chertoff if it makes sense to you ( and fits your thesis).
