Al-Jama'a Al-Salafiyya in Libya Joins Al-Qaeda
On November 3, 2007, Al-Qaeda's media production company Al-Sahab posted on the Islamist website al-hesbah.com/v/, which is hosted by NOC4Hosts Inc., Tampa, FL, USA, a video titled "Unity of the Ranks." In this video, Al-Zawahiri and Sheikh Abu Al-Layth Al-Libi, a prominent Al-Qaeda figure of Libyan origin who is currently in Afghanistan, announce the decision by the Al-Jama'a Al-Salafiyya Al-Muqatila in Libya to join Al-Qaeda. The video appears to be an attempt by Al-Qaeda to demonstrate growth and success in the face of the major setbacks it is experiencing in Iraq and Algeria.
Al-Zawahiri: "Your Devoted Sons Are Uniting Under the Banner of Islam and Jihad"
The first part of the video consists of an audio-recording of Al-Zawahiri's message accompanied by a still photo of him. After informing the Libyan public of the new links between Al-Qaeda and the Libyan Jama'a, Al-Zawahiri urges Libyan seculars and nationalists to repent and to support jihadists' struggle against Libyan leader Mu'ammar Al-Qadhafi. The following are excerpts from Al-Zawahiri's message:
"The excellent mujahid scholar Abu Mundhir Al-Sa'idi and... Amir Al-Mujahideen... Abu 'Abd Allah Al-Sadeq and [you,] the rest of the prisoners of the Jama'a Al-Islamiyya Al-Muqatila in Libya, rejoice and be delighted as your brothers complete your journey... [They] have received the flag from you and have escalated their confrontation with the enemies of Islam: Al-Qadhafi and his master – the Crusaders of Washington.
"Oh our Islamic Umma in the Maghreb of jihad... Your devoted sons are uniting under the banner of Islam and jihad [i.e. Al-Qaeda] against America, France, Spain... Stand... by your sons until we defeat our enemy and purge our lands of their servants Al-Qadhafi, Zayn Al-'Abideen, Bouteflika, and [Morocco's King] Muhammad..."
"Return to [God] and... Adhere to the Creed of Tawhid"
"Oh our Islamic Umma... The seculars and nationalists like Al-Qadhafi and Mahmoud 'Abbas have sold you and handed you over to America and Israel. Hence, I implore those nationalists and seculars who [still] possess conscience and dignity to hasten and return to [their] God, and to adhere to the creed of tawhid [i.e. unity of God].
"Now that it has become clear... that those who claimed to be working with the Satan [i.e. the West, under the pretext of] liberating Palestine have in fact sold Palestine and subjected themselves to the Satan. I implore those nationalists and seculars whose hearts have retained a vestige of life and honor to join the convoy of jihad and martyrdom..."
Al-Libi: "Muslims Are Paying a High Price for Problems They Cannot Explain"
Abu Al-Layth Al-Libi's message is an attempt to enhance the legitimacy of jihad vis-à-vis the Libyan regime among Islamists and the rest of the Libyan society. The following are excerpts from Al-Libi's message:
"After nearly 40 years of the tyrant Al-Qadhafi's rule over Muslims in Libya, [during which] he inflicted on them one calamity after the other... [such as] maltreatment, massacre, expulsion, and starvation – at times under the guise of rivalry with the Jews, while at other times [under the pretext of] confrontation with America and the West... – Muslims are paying a high price for problems they cannot explain...
"The Libyan tyrant allowed the banners of the [Crusaders] to flutter in the skies of Tripoli, [opening] its airports to receive [Western officials] with honor... in order to establish a new Crusader's base in the Islamic Maghreb, from which the Crusaders... will... repress any jihad awakening... [against] the collaborator regimes and their masters...
"Following the path... of sacrifice, patience, and immolation... which our commanders have outlined, and adhering to the way of the Jama'a [organization]... the impending battle will inevitably be [fought] between the people of truth and the people of falsehood. Hence the people of truth must draw their weapons and seek their Lord's help in confronting the enemies of Allah and His Messenger..."
"We Are Joining Al-Qaeda...To Become Faithful and Humble Soldiers for the Believers"
"Based on all the above, the law requires us to unite and agree, and we therefore announce that we are joining Al-Qaeda... to become faithful and humble soldiers for the believers... and to lift up the banner of tawhid, and jihad which our commanders... have already raised, first among them... Osama bin Laden... We shall raise it anew over [all] Libyan lands, [along with] our brothers in Al-Qaeda in the Islamic Maghreb... [and] we urge [other] mujahideen to [unite] under the banner of jihad raised by Al-Qaeda..."
