Ban on health insurance in California?

I watched a film on the terrible Canadian healthcare system (the link was posted by Cameron over on THC) and I was surprised to learn that there is a bill moving through the California legislature which would do what Canada does -- enjoin citizens from buying private health insurance. And the film indicated that the bill would have a good chance of passing.

Is this true?

First I've heard of it, but there are a lot of rumblings about implementing the Massachussetts model.
