ICE, Napolitano and, Illegals

For those that don't know, Janet Know-Nothing Napolitano (ex-Arizona governor of no repute) has changed the rules at the federal / ICE level on illegal alien arrests for both her agency and local law enforcement. She has gone back to catch and release.
That is, neither ICE nor local law enforcement are authorized to detain and hold illegal aliens who have successfully crossed the border and are now deep in the US for the crime of illegal entry alone.
That is, if an illegal makes it successfully into the interior of the US they won't be arrested, held and, deported solely on the basis of their criminal immigration violation. They have to have committed some other crime to be held.
Is this regressive, retarded behavior from the head of the department that is supposedly protecting the US from illegals and terrorists or what?

Interesting! How is deep in the US is definded by the governor of Arizona? An illegal get to Nogales, Tucson, Phoenix???
