The oh-bomb wants us to increase emigration from Yemen, a country that has long been a focus of U.S. security concerns because of terrorist activities there. Where is the logic???

Sorry - that article is absolute crap. The diversity visa has been around for quite a while - and it is a lottery for 50,000 immigrant visas a year. Nationals of countries that already have a lot of immigrants cannot enter. Mexico, the Philippines, India, Pakistan for instances.
This is NOT a recruitment but the luck of the draw. Right now the only way to get an immigrant visa to the US is by already having families here. The diversity visa was designed to open the door, just a tiny bit, for others.
Applicants must provide accurate information or else they will be disqualified. They must also pass the same screening process as all other immigrant visa applicants.
Folks come from all over the world - which is exactly the intent. It is NOT a recruitment tool for Yemenis. Not all clear the application process. And not all who get an immigrant visa manage to stay long enough to apply for citizenship.
