WEST ALLIS, Wis. (WLS/AP) - The investigation into 11 of the violent incidents on the opening night of the Wisconsin State Fair has resulted in the arrest of a 16-year-old African-American who reportedly told investigators he targeted whites.

A quick Wiki lookup of Wisconsin's state laws shows this disturbing trend:
* Wisconsin is one of two states that completely prohibit concealed carry by private citizens.
* Inside vehicles, the firearm must be both unloaded and encased; having a loaded firearm on the front seat was held to be concealed and therefore illegal in a 1994 case. -- like people parking their cars at a state fair.
And from the "Day Late\Dollar Short" department:
* However, the state will become a shall-issue jurisdiction effective November 1, 2011, with the signing of the Wisconsin Personal Protection Act by Governor Scott Walker on July 8, 2011.
To me, this is one of those Things That Make You Go Hmmmm....
