The fact that in an address to the nation the President rejected the idea and stated outright that we could not wait for a threat to become imminent, doesn't even slow you down. There are none so blind as those who refuse to see. You are a fool. IMMINENT THREAT has a specific meaning that the administration did not make the case for war based on an imminent threat is on objective fact strat. Engage your brain for crying out loud. They would have been asked to identify the threat. They said explicitly that we could not wait for a threat to become imminent before taking action that is a fact Strat.
